Planets at 29 degrees

What is your understanding of a planet at 29 degrees. I read about it being a critical degree but I don't know how this applies. Does the planet have some of the energy of the next sign?

In my case I have Pluto in Libra at 29.

Any planet in 29° is not in an "anaretic" degree, the term is misused when describing a Sensitive Degree or a Critical Degree.

0° and 29° are Sensitive Degrees in that they are the beginning and the end degrees of each Astrological Zodiac Sign. A planet can change its sign, (therefore expressing through different  element and mode) by Direct or Retrograde motion through progression or transit to the next or previous sign. Signs are the expressions a planet wears, like a costume, signs are expressions and do not have energy. The Planets have the energy which is expressed through their Sign. The 360° Astrological Zodiac Sign locations along the Astrological Zodiac belt, divided into 12 Signs are just that, the Signs, each one a separate thing by itself, it is what it is, no partaking of the next or the last Sign. The signs' degrees with their Decans and Dwads contain trace elements of other signs that contribute to their degree sign expressions, except the 0°00"00' to 2°29"59" of each Sign, which involves its particular sign completely.

Degrees of certain signs were designated as Critical Degrees because of their alignment with certain stars at some period in time and supposed a planet in that degree was a strong influence in the life of the native.

The term Anaretic Degree (aka Killing Place) is the name given to a certain degree specific to a specific chart and corresponds with the end of life. If a chart has an anaretic degree it could be in any degree, not limited to 29°.
