I withdraw if I'm hurt. Because most of the time I want to make sure that I don't hurt someone for something silly. I really need time to evaluate. I just want to make sure I don't flip my lid if its not really deserved.

I think it also puts the ball in the others court. Which I guess is kind of a test, but that's never really the sole intent. I mean, scorpios watching your every move anyway.

I have to withdraw because other wise I end up saying something I regret. 

I can cut deep when I am hurt.

I have never had a Scorpio withdraw from me forever, but I have experienced temporary withdraw. A Scorpio can withdraw for a multitude of reasons, just like anyone else can.  It all depends on the situation.  My Scorpio husband has withdrawn/iced me out a few times throughout our 10 year marriage. Scorpios are good at compartmentalizing their emotions.  It's like his feelings for me can be locked inside a separate drawer inside him and he is the only one who has the key to open it back up. And once he opens it back up again, it comes out more powerfully than usual, like it has been pressurizing inside of him.  It is very peculiar, but thats why they say Scorpio is mysterious.  How they compartmentalize, I have no idea.  I have a lot of things in common with Scorpio (8th Sun and Moon), but I can't do this very well.  I am Pisces,  everything seeps through... but I do withdraw, as in avoid, keep quiet, process, etc...but compartmentalize, not really....it's kindof hard to explain it or understand.
