The premise doesn't make sense other than Saturn's transit through the 12th dissolves the structure of your life. But Saturn and/or the 12th house are not concerned with relationships. Saturn in Libra, maybe.
In regards to your question, you can meet someone with Saturn in the 12th and they may support you throughout the whole transit but a formal commitment?
Probably not until Saturn reaches the first... exception, perhaps, if Saturn aspects natal Venus during the transit.
