That makes sense. I'd say that, when someone's Moon and Venus are involved, that person will feel it very personally. On the other hand, if someone had, say, Pluto on your ascendant, I'd guess that you'd feel it. The Ascendant is a more personal point for you than Pluto is for them, and Pluto conjunct anything makes itself felt.
