I started my first significant relationship with Saturn in the SR 7th house. This was a committed relationship that lasted 8 years. I mention that my ASC ruler is Saturn, so I am very familiar with this energy and Saturn has given me many blessings along the way (in a saturnian way, of course😅). So I think it would be very biased to interpret it only as a limitation or restriction on 7th house matters. I guess it depends a lot on your natal Saturn and what kind of relationship you have with this energy
