He may be making moves but they're sideways, like a crab. If you're enormously interested, you might want to invite him to dinner at your home. That's Cancer comfort zone. It means a lot to a Cancer, generally speaking.

@lislioness haha well said. I'd say with my Aries it's both a challenge (which I like) and also incredibly irritating (the indirectness).

The Pisces I have encountered are less confusing or frustrating than the cancer crab dance.
I'm Aries rising with Sun and Mars conjunct in Leo. I didn't attract Cancer men. I can't recall ever dating one. I'm waaaaaay too forward for them, lol.
Cancers make their actions obvious for a split second then they retreat and change the tune. All while still having that motive.. just feel as if they think they expose too much then they need to back up assess how you react to them pulling back AND play around with it til they feel safe to come back out that shell.
BOY THEY ARE FRUTRATING but if you get through to one its the greatest thing! Once they are yours its hard to get rid of them 
Alot of their changeability is due to the Moon rulership - as it passes through each sign day by day it affects the state of being considerably. I've seen a Cancer Moon person morph and change like this quite dramatically. I have Mars and Saturn in Cancer, I do often forget to note where the Moon is and reflect on how I'm feeling.
