I do feel the house overlays but I find without a planetary aspect it doesn't really have something to latch on to and the effects are minimized. Both have their influence, but I think aspects are more potent than houses.
Moon in the 4th house is like instant familiarity, but if that familiarity is really comfortable to you depends on the aspect and harmony to your own Moon sign and chart.
Anything conjunct an angle grabs your attention and is hard to miss. I wouldn't say it's automatically a soulmate indication, but its energy is hard to miss.
Well my 4th house is ruled by Uranus and Saturn, depending on if you use both planets or just one or the other for rulership of Aquarius.
I also have my Moon in Aquarius as well but it doesn't make contact with my friend's Aquarius Moon. His Moon also doesn't touch my IC or North Node. My Moon falls into his 12th house, in case you were wondering.
I do have my Mars conjunct his North Node and his MC.
